정책입안자들은 항상 경제성장, 실업률 저하, 그리고 안정적인 소비자 물가를 추구합니다.

이러한 정책들을 수행하기 위해서, 정부, 특히 미 재무성과 미 대통령은 다양한 도구들을 사용합니다.

예를 들면, 경제가 저성장으로 저조할 경우, 정부는 가계와 기업들에 대한 세율을 줄여, 소비와 투자를 증가시킬 수 있습니다. 혹은, 정부지출을 활용하여 경제를 활성화 시킬 수도 있습니다.

정부가 활용하는 이러한 정책도구들을 재정정책이라고 부릅니다. 재정정책은 정책입안자들이 특정 경제부문에 집중시킬 수 있으므로, 직접적인 개입 수단입니다.

실물경제에 영향을 미칠 수 있는 또 다른 수단은 통화공급량을 조절하는 것입니다.

예를 들어, 경기가 지나치게 과열되면, 연방준비은행은 통화공급량을 감소시켜 경기를 진정시킵니다. 돈이 많이 돌지 않게 만들어서, 소비나 투자가 더 어렵게 만들고, 이로 인해 경기를 완화시키는 겁니다.

통화공급량을 조절하여 실물경제에 영향을 미치는 정책수단을 통화정책이라고 부릅니다.

통화정책은 정책입안자들이 특정 경제부문에 집중하기 어렵고, 경제 전체에 영향을 미치게 되므로 간접적 개입수단입니다.

미국의 경우, 통화정책은 연방준비제도에 의해 수행되고 있으며, 연방준비제도, 혹은 Fed는 미국의 중앙은행입니다.

연방준비제도는 미국 전체 경제의 통화공급량을 관리하고 있으며, 통화공급량을 조정하는 여러 수단이 있습니다.

첫째로, 공개시장운영을 할 수 있습니다.

연방준비은행 뉴욕 지점의 트레이딩 데스크를 통해, Fed는 다양한 채권들을 매수 혹은 매도합니다. 채권을 매입하고 매도자에게 해당 금액을 지불함으로써, 시장에 통화공급을 증가시키며, 이와 반대로 채권을 매도하여 통화량을 흡수할 수 있습니다.

공개시장운영을 담당하는 위원회는 연방공개시장위원회, 혹은 FOMC라고 합니다. 위원회는 얼만큼의 채권을 매수 혹은 매도할 지에 대한 결정도 하지만, 기준 금리인 목표 연방기금금리를 설정하기도 합니다.

다른 수단으로, 지급준비금 수준을 조정하여 통화량을 조정할 수 있습니다.

모든 예금기관들은 고객으로 받은 예금의 일부를 연방준비제도에 보관하여야 합니다. 지급하여야 할 현금이 없어지게 되는 경우를 방지하기 위해서입니다. 은행들이 예금의 일부를 연방준비제도에 보관하여야 하는 이 금액을 지불준비금이라고 합니다. 보다시피, 지불준비금 수준을 증가시키거나 감소시킴으로써, Fed는 예금기관들이 대출해줄 수 있는 금액을 한정하여 통화량을 조절할 수 있습니다.

마지막으로, 직접대출 금리가 있습니다.

Fed는 직접대출 창구를 운영하는데, 금융기관들은 이 창구를 통해서 Fed로 부터 직접 자금을 조달할 수 있습니다. Fed는 이 직접대출 금리를 조절하여 금융기관들에 대한 통화공급량을 조절할 수 있습니다.

Policy makers always pursue positive Economic Growth, Lower Unemployment Rate, and Stable Consumer Prices.
In order to achieve these mandates, the government, mostly U.S. Treasury department and the president, employs various financial tools.
For example, if the economy is suffering from low growth, the government would reduce tax rates for both households and companies in order to encourage consumption and investments. Or, it can simply increase its spending to boost the economy.
These tools that the government employs are called Fiscal Policies. Fiscal policy is a direct means of intervention by the policy makers as they can specifically target certain part of the economy.
Another method to impact the real economy is adjusting the money supply.
For example, if the economy is overheating, the Fed would intervene by decreasing the money supply in the market and try to calm down the economy. What this means is that by making money scarce, it becomes more expensive to consume or invest, thus slowing down the economy.
Adjusting the money supply to impact the real economy is a tool commonly known as the monetary policy. Monetary policy is an indirect means of impacting the economy as policy makers cannot specifically pin out parts of the economy, but influence it as a whole. In the US, monetary policy is governed by the Federal Reserve System.
Federal Reserve System or the Fed is the central bank of United States. It controls and manages the money supply of the whole economy. And there are several ways for the central bank to control the money supply.
First of all, the Fed can use Open-Market Operations.
Via its trading desk at the Federal Reserve Bank of New York, the Fed can buy or sell various bonds. By buying bonds and paying to the sellers, Fed increases the money supply into the market, and vice versa.
The committee for Open-Market Operations is called the Federal Open Market Committee or FOMC. At the committee, they not only decide how much bonds they would buy or sell, but also sets the target Federal Funds Rate, which is the standard rate.
Another means of controlling the money supply by the Fed is by setting different levels of Reserve Requirements. All of the depository institutions are required to hold a certain portion of the deposits from the clients in the Fed system to ensure that banks are not short of cash when emergencies occur. And this portion of deposits that Banks have to keep in the Fed system is called the Reserve Requirements. As you can see, by increasing or decreasing the level of Reserve Requirements, the Fed can control the money supply by limiting the amount of money that depository institutions can lend out to the economy.
Lastly, there is Discount Rate. The Fed operates discount window for financial institutions to borrow money from the Fed. By adjusting this discount rate, the Fed can adjust money supply to financial institutions.

금융시장에는 어떤 참여자들이 있는지 알아봅시다.

놀랍게도, 당신이 알고 있었건 모르고 있었건, 당신은 이미 한 명의 참여자입니다.

우리와 같은 일반인들은 가계라고 부릅니다. 가계는 소득을 저축하고, 다양한 금융상품에 투자하며, 상품과 서비스를 구매하기 위해 대출을 받습니다.

그리고, 기업이 있습니다. 기업은 자금을 확보하기 위해 금융시장에 참여합니다. 주식과 채권을 발행함으로써, 기업은 공장을 건설하고, 신제품을 개발하거나 사업을 확장할 자금을 확보합니다. 또한, 수입과 수출을 위해 다양한 외환거래를 하며, 임직원에게 월급을 지급해주기도 합니다.

정부 또한 금융시장에 깊이 관여되어 있습니다. 정부는 기업과 가계로부터 세금을 걷고, 정부채권을 발행하여 운영에 필요한 자금을 확보하며, 금융시장이 건전하게 작동할 수 있도록 규제 및 감독을 합니다.

마지막으로, 해외투자자들 또한 금융시장의 참여자입니다.

앞에서 보다시피, 다양한 참여자들이 참여하여 오늘의 금융시장을 구성하고 있습니다. 각 참여자들의 다양한 수요를 충족하여 제대로 운영될 수 있도록 하기 위해 금융기관들은 각종 금융서비스를 제공합니다.

이러한 필수적인 서비스를 제공하는 금융기관들은 어떤 것들이 있는지 알아봅시다.

금융기관들은 5개의 범주로 구분될 수 있습니다.

우선, 예금기관들입니다. 예금기관들은 가계, 기업, 정부로 부터 예금을 받고, 또한, 필요한 참여자에게 대출이나 다른 형태의 투자를 통해 자금을 조달해줍니다. 예금기관에는, 일반은행, 저축은행, 그리고 신용협동조합 등이 있습니다. 이러한 예금기관들은 투자자들에게 다양한 금융상품들을 판매하기도 합니다.

다음에는, 계약형 저축기관들이 있습니다.

좀더 쉽게 이야기하자면, 보험회사들입니다. 우리도 알다시피 보험회사들에도 다양한 종류가 있습니다. 예를 들면, 생명보험회사, 손해보험회사, 그리고 연금보험회사 등이 있습니다. 이런 계약형 저축기관들은 장기 보험계약으로 수수료를 지급받으며, 이를 다양한 금융상품에 투자하고, 가입한 조건에 따른 상황이 발생하면 보험가입자들에게 보험금을 지급합니다.

또 뭐가 있을까요?

그렇죠, 다양한 펀드들이 있습니다.

모든 사람들이 좋은 투자결정을 할 수는 없기에, 금융전문가들이 고객을 대신하여 펀드를 운영하고 이에 대한 수수료를 지급받습니다. 좋은 예로는 뮤츄얼 펀드와 머니마켓 펀드가 있겠지만, 시장에는 훨씬 다양한 종류의 펀드들이 판매되고 있습니다.

증권회사들도 있습니다. 투자은행과 브로커 기업들이 이 분류로 들어갑니다. 이러한 회사들은 금융시장에 접근을 가능하게 하는 중간자 역할을 하며, 제공하는 서비스에 대해 수수료를 부과합니다.

마지막으로, 기타 금융기관들이 있습니다. 주택담보대출 기업, 소비자금융 기업, 연방 에이전트들이 이 분류에 포함됩니다.

앞서 언급된 모든 참여자들은 끊임없이 상호작용하며, 우리가 살고 있는 금융시장을 형성하기 위해 자신들의 역할을 하고 있습니다.

CHAPTER 4             WHO ARE THE PLAYERS?

 

Now, let’s find out who the players are in the financial market.

 

Surprisingly, whether you realize it or not, you are already one of the players! General public like us are called Households. Households save their earnings, invest in various financial products, and borrow money to purchase goods and services.

 

And then there are Corporations. They participate in the financial market to source their funds. By issuing stocks and bonds, corporations borrow or raise money from the market for their projects such as building factories, developing new products and services, or expanding their businesses. Also they trade different currency pairs when they import and export, and pay salaries to their employees.

 

Governments are also deeply involved in the market. They collect taxes from both corporations and households, issue government bonds to fund their operations, and regulate the financial markets so that they soundly perform.

Lastly, offshore investors or foreign investors are another participant in the financial market.

As you can see, various players intermingle to create the financial market that we know today. Due to the diverse needs of each market participant, various financial services are provided by financial institutions to support the operations of the players.

Now, let’s find out what kind of financial institutions provide the necessary services in the market. These financial institutions can be categorized into 5 parts.

 

First of all, there are depository institutions. They gather deposits from households, corporations and governments, and lend those deposits to whom need to raise funds for their activities as a form of loans or other investments. Under this category, commercial banks, thrift institutions and credit unions all fit in. Furthermore, these depository institutions sell various financial products to investors.

 

Then, there are Contractual Savings Institutions. In familiar terms, the insurance companies. As we know, there are various types of insurance companies. For example, there are Life Insurance Companies, Casualty Insurance Companies and Pension Services. These contractual savings institutions collect fees through long-term contractual arrangements, invest funds into diverse financial products, and pay back to the contract holders if the conditional events are met.

 

What else? Oh, yes, various Funds. As everyone does not have abilities to make sound investment decisions, financial professionals manage the funds on behalf of the clients and charge fees. Good examples that are commonly known are mutual funds and money market funds, but there are many more offered in the market.

 

Then, there are Securities Firms. Investment banks and brokerage firms fit under this category. These firms function as intermediaries to provide access to the financial markets and charge commissions for their services.

 

Lastly, there are Other Financial Institutions. Mortgage banking firms, Consumer Loan companies and Federal Agencies are under this category.

 

All the players that are mentioned consistently interact with each other and play their own roles to form the financial markets that we live in.

돈… 돈은 무엇이고 어떻게 작동할까요? 또한, 어떤 기능들을 하고 있을까요?

비록 그 자체로는 아무 가치가 없는 종이 한 장에 불과하지만, 돈은 우리 사회에 다양한 목적으로 사용되고 있습니다.

우선, 돈은 교환의 수단으로써 역할을 하고 있습니다.

돈이 발명되기 전에는, 물물교환이 유일한 교역 수단이었고, 당신이 가지고 있지 않은 물건을 원할 경우에는 그 물건을 가지고 있고, 또한 당신이 가진 물건과 교환하려하는 사람을 찾아야 했습니다. 예를 들어, 만약 당신이 밀 한 포대를 수확하였고, 고기 한 덩어리랑 교환을 하고 싶다면, 밀 한 포대를 고기 한 덩어리와 바꾸고 싶어하는 정육점 주인을 찾아야 했을 겁니다. 하지만 돈이 나타난 이후부터는, 일일이 밀과 고기를 교환하려는 정육점 주인을 찾아나설 필요가 없이, 수확한 밀을 팔아 번 돈으로 고기를 사면 됩니다.

돈은 또한 상품과 서비스의 가치를 측정하는 수단입니다.

돈의 단위로 환산된 상품과 서비스의 가격을 비교함으로써, 당신은 그 상품이나 서비스가 그 가치에 합당한지 판단할 수 있습니다.

마지막으로, 돈은 가치의 저장 수단입니다.

당신은 여윳돈을 저축함으로써 부를 축적할 수 있고, 미래를 준비할 수 있습니다.

보시다시피, 돈은 근대 사회에 다양한 기능을 하고 있으며, 우리 일상생활에 필수적인 부분이기도 합니다.

그럼, 돈은 누가 만들어내나 알아볼까요? 그리고 어떻게 돈이 순환하는지도?

미국의 경우, 연방준비제도가 진짜 돈, 즉 본원통화를 발행하는 유일한 기관입니다. 발행이 된 이후, 이 본원통화는 다양한 금융기관들, 그중에서도 특히 예금취급기관으로 들어가게 됩니다. 예금취급기관은, 은행, 저축은행, 상호신용금고 등이 있습니다. 그런 이후에, 본원통화는 예금취급기관들에 의해 신용창조라는 효과로 수 배 가량 불려지게 됩니다.

신용창조의 효과로 수 배가 불려지는 부분에 대해서 설명드리겠습니다.

당신이 주택을 구매하려 한다고 가정해 봅시다. 당신은 은행에 가서 주택담보대출을 신청하고, 대출이 승인이 되면 주택 매도자에게 계좌이체를 하거나, 수표를 이용해 지불할 겁니다. 이 경우에는, 본원통화, 혹은 물리적인 현금이 전혀 이동하지 않았고, 단지 당신과 주택 매도자의 은행계좌의 숫자들만 바뀌었을 겁니다.

월급에 대해서도 생각해 봅시다. 요즘은 대부분의 사람들이 현금이 아닌 계좌이체로 월급을 받습니다. 기업들은 그들의 계좌에 있는 ‘가상화폐’ (즉, 현금이 아닌 계좌안의 금액)을 직원들에게 지불합니다.

마찬가지로, 신용카드나 직불카드의 사용량이 늘고 있습니다. 상품을 사서 신용카드로 결제를 하게 되면, 신용카드 회사에서  ‘가상화폐’ (즉, 현금이 아닌 계좌안의 금액)를 상점들에 지불할 겁니다. 역시 현금, 혹은 본원통화가 필요 없습니다.

물리적 현금, 혹은 본원통화를 직접 지불하지 않고 거래하는 경우는 이미 엄청나게 많으며, 이러한 행태는 계속될 겁니다.

이렇게 물리적 현금에 대한 필요성이 떨어지기에, 예금취급기관들은 그들이 취급하는 모든 돈에 대해서 본원통화를 보유하고 있을 필요가 없습니다. 연방준비제도가 지불준비금 제도를 통해 일정부분을 보유하도록 요구하고는 있지만, 그 이외 부분에 대해서는 굳이 현금을 확보하지 않더라도 자유롭게 대출 및 예금취급이 가능합니다. 이는 예금취급기관의 중요한 기능이며, 돈이 신용창조 효과로 불어나게 되는 이유입니다.


Part 1 Finance, the Big Picture | Chapter 3 How Money Works?

Money… What is money and how does it work? What functions does money serve? Although this piece of paper doesn’t have any intrinsic value, it serves various purposes in our society.

First of all, money is a medium of exchange. Before the invention of money, barter was the only way of making any transactions. If you wanted something that you didn’t own, you had to find someone with the exact opposite need. For example, if you harvested a bushel of wheat and wanted to exchange for a pound of meat, you had to find a butcher who wanted a bushel of wheat for this meat. However, after emergence of money, you don’t have to knock on every butcher’s door in town, but rather simply buy meat using money that you earned by harvesting wheat.

Money also measures the value of goods and services.

By comparing the price of goods and services that are expressed in unit of money, you can compare the price, and decide whether it deserves its price.

Lastly, money stores value.

You can accumulate wealth through saving excess money, and prepare for the future.

As you can see, money serves various functions in the modern society, and is a vital part of our daily lives.

Now, the question is: who creates money? And how does it circulate?

In the United States, Federal Reserve is the only entity that prints real money, which is called the base money.

After creation, this base money is injected to various financial institutions, but mostly to depository institutions such as commercial banks, thrift institutions and credit unions. This base money then gets multiplied by these depository institutions.

Let me explain what I mean by “money getting multiplied”. Let’s say you are trying to buy a house.

And you go to a bank to apply for a mortgage loan.

When your application gets approved, you either wire transfer or write a cheque to the seller of the house. In this case, no base money, or physical cash is involved in the transaction, but only the numbers in your and seller’s bank accounts change.

Or let’s think about our pay cheques. Nowadays, most people get their salaries via cheques or bank transfer, not cash. Companies use their ‘virtual money’ in their accounts to pay out to their employees.

Similarly, more and more daily transactions are processed through credit cards and debit cards. When you buy goods and make payments with your credit card, the credit card company pays to the retailers with ‘virtual money’ to their accounts. No base money again.

In modern world, a lot of transactions occur without real physical cash or base money, and this trend will continue. Due to this lack of need of physical cash, the depository institutions don’t need to hold all the base money.

Although they still need to hold some portion of the base money in Federal Reserve System to fulfil reserve requirements, they can freely lend and borrow without the physical cash in hand. This is an important function of depository institutions, and how money gets multiplied.

RJ는 자신의 소비 이후에 여윳돈이 남아있고, Kevin은 자신이 원하는 상품을 구입하기 위해 돈이 필요한 상황을 가정해봅시다. 이런 경우에 RJ는 흑자상태에 있고, Kevin은 적자상태에 있다고 합니다. Kevin이 원하는 물품을 구입하기 위해, Kevin은 RJ로 부터 돈을 빌릴 수 있습니다.

비록 가상의 사례지만, 일상생활에서도 비슷한 상황이 일어날 수 있습니다.

대부분의 경우에 당신은 당신이 버는 돈보다 적은 금액을 지출하고, 미래를 위해 일부를 저축할 것입니다. 하지만, 어떤 경우에는 자신이 버는 금액보다 훨씬 큰 금액이 필요할 수 있고, 때문에 돈을 빌려야 하는 경우가 생길 수 있습니다. 예를 들면, 자동차를 사려한다거나, 주택을 구입할 경우, 혹은 병원비를 지출해야 할 경우, 그 순간에 모든 비용을 감당할 수 없는 경우도 있을 것입니다.

이러한 경우에 다른 사람들로 부터 돈을 빌려야 할 것이지만, 앞의 경우처럼 직접 여윳돈이 있는 다른 사람으로부터 돈을 빌리는 것은 현실에서는 불가능할 수도 있습니다. 그 이유는 다음과 같습니다.

우선, 여윳돈이 있어서 돈을 빌려줄 수 있는 사람을 찾는 것 자체가 어려울 수 있습니다. 또한, 여윳돈이 있는 사람을 찾았을 경우라도, 그 사람이 당신이 갚지 않을 것을 우려해서 돈을 빌려주지 않을 수도 있습니다.

이러한 경우에 금융기관들이 작용하게 됩니다.

은행들은 여윳돈이 있는 사람들로부터 예금을 받고, 이를 필요로 하는 사람들에게 대출해 줍니다. 따라서, 사람들은 돈을 빌리거나 빌려줄 사람을 직접 찾아나설 필요가 없고, 단지 은행에 찾아가면 됩니다.

기업들의 경우도 마찬가지입니다. 사업을 확장하기 위해, 기계를 구입하기 위해, 신제품을 개발하기 위해 자금이 필요한 기업들이 있고, 다른 쪽에는, 초과 여윳돈을 보유하고 있어서 추가 수익을 도모하기 위해 투자처를 찾는 기업들이 있을 겁니다.

금융기관들은 다양한 수요를 가진 개인들과 기업들이 그들이 필요로 하는 바를 충족시켜주는 채널을 제공하는 역할을 합니다.

보험사들은 어떨까요?

역시 앞서 말한 금융기관들과 매우 비슷하지만 약간 상이합니다. 당신은 비상상황에 대비해서 매달 보험료를 지불하고, 교통사고나, 병에 걸리는 것 같은 기대치 못한 상황이 발생하였을 때에 보험사로부터 보험금을 지급받아 비용을 충당하게 됩니다.

금융시장이 발달하고, 그 규모가 커지게 되면서, 더 많은 참여자들이 시장에 진입하게 됩니다. 금융시스템이 그 효율성을 유지하기 위해서는 더 나은 금융규제가 개발되어야 하며, 그러한 금융규제로 금융시장은 더 투명하고 모든 참여자들로 하여금 동등한 경쟁을 할 수 있도록 하여야 합니다.

돈이 어떻게 움직이는지, 금융시장의 참여자들이 누구인지, 그리고 금융시장이 어떻게 규제되는 지에 대해서는 PART 1의 이후 CHAPTER들에서 다시 설명될 겁니다.

Let’s imagine a scenario where RJ has some left-over cash after spending, and Kevin needs more money to make purchase of goods.

In this case, we say RJ is in surplus and Kevin is in deficit. In order to make the purchase that Kevin wants, Kevin can borrow money from RJ and purchase a good that he wanted.

Although it is imaginary, similar situations may arise to you as well. Most of the times, you would try to spend less than what you make, and save some for the future.

However, sometimes you face situations where you are forced to borrow, as it requires a lump sum of money that is well over what you make. For example, when you try to buy a car, a house, or pay for medical checks, you probably can’t cover the entire costs at the moment.

Then you would have to borrow from someone, but borrowing directly from a person with excess cash just like in our scenario is very unlikely to happen in real life for the following reasons. First of all, it is simply not easy to find someone who has extra money to lend out. Also, even if the person has some excess cash, he may not want to lend out to you as he worries that he may not get paid back.

This is where financial institutions come in. Banks gather deposits from people with excess cash and lend out to the people who need. Now, people don’t need to directly search for someone to either lend or borrow, but just simply directly go to a bank.

Same story goes for companies. There are companies that need funding to expand their businesses, purchase machines, and develop new products to launch. On the other hand, there are companies that have excess cash sitting around and want to put somewhere to generate extra profits.

Financial institutions provide a channel where individuals and companies with different interests gather and find ways to meet their needs.

How about insurance companies? Very similar to financial institutions, but it is slightly different. You pay insurance fee monthly to be prepared for emergencies. And when something unexpected happens, such as getting into a car accident or getting sick, you would be compensated by insurance companies to cover the costs.

As the financial market develops and increases its size in volume, more and more players get involved in the market. In order for the system to be efficient, the market should develop along with better regulations to stay transparent and provide equal ground to all the players.

We will talk about how money works, the players in the financial markets, and how markets are regulated in the later chapter of Part 1.

우리의 애니메이션 시리즈의 주 초점은, 돈이 어떻게 움직이는지, 그리고 어떻게 돈을 관리하는지에 대해 설명하는 것입니다.

이러한 개념들을 설명하기 위하여, 우선 통화 시스템과 금융시장의 주 참여자들, 그리고 그들의 행동방식에 대해 알아봐야 할 것입니다.

CHAPTER 1             WHAT IS FINANCE?

Before we jump into different financial and economic concepts, let’s try to answer one key question. What is Finance?

If you ask around, you will get various answers. Someone would talk about investments, else would talk about stocks and bonds, and others would talk about money.

Well, all of the answers are correct. Finance is an umbrella term, hence a broad concept.

However, let us define finance as the science of money management.

According to Melicher and Norton, it is “a study of how individuals, institutions, governments, and business acquire, spend and manage money and other financial assets.”

Simply put, finance is about money.

The main focus of our animation series is to explain how money works, how to put money to work, and how to manage it. To explain these concepts, we need to first visit the monetary system, the main players in the market and their behaviors.

Being a financial professional is a great challenge. It is close to being a rocket scientist surrounded by math, statistics, and numbers.

However,

As we mentioned, the basic concepts, which will be more than sufficient for you to make better financial decisions in everyday lives, are not difficult to understand. And guess what, whether you realize it or not, you are already one of the players in the game!
